The Town of Essex discharges stormwater under the authority of a Small Municipal Separate Storm Sewer System (MS4) General Permit issued by the State of Vermont Agency of Natural Resources. Under the permit, the Town is required to reduce the discharge of pollutants to the maximum extent practicable, to protect water quality, and to satisfy the water quality and legal requirements of the Clean Water Act. Specific actions taken by the Town to meet these permit requirements are identified under the Stormwater Management Plan.
The Town completes annual inspections and ongoing maintenance work to keep the stormwater drainage and treatment system working properly, provides technical assistance to property owners, and constructs projects identified under the Capital Plan. The Town has created an efficient and cost-effective program by utilizing the summer internship program to assist with meeting permit requirements and obtaining grant funding to cover project costs associated with implementing the Stormwater Management Plan, which includes the Flow Restorations Plans for Indian and Sunderland Brooks and Phosphorus Control Plan.
